Unfiltered lookup of all rows in `BENEFIT_JURISDICTION_CODE`, used to build the cached `clsBenefitJurisdictionCodeMap`; only codes `S` and `F` are mapped to enum values ([BR-POL-012](../business-rules.md#br-pol-012-benefit-jurisdiction-code-recognition)).
